  includes the transmittal letter, the list of principal officials, and the organizational chart
• Financial
  includes the basic financial statements; the combining and individual fund financial statements and schedules, as well as required supplementary information. Also included in the financial section is the independent auditors’ report on these financial statements
• Statistical
  reflects social and economic data, financial trends, and the fiscal capacity of the District
